its not reliable the rng to try to get 13 strenght ( = it might not even spawn and usually, if its spawns, its only 1 per shop)

just found something cool, there will always be only 10 upgrades at the shop at once. And every upgrade has a max amount shared between those at the truck and those at the shop.
so if you buy them but don't consume them, they will force other upgrades to appear to try and fill the 10 slots!
