I love this whole dynamic with the Semi-Bots and the Tax man, mostly him toying with them all despite them CLEARLY having and showing signs of humanity and a fear of death and fashion, this will eventually lead to some really crazy climax of them trying to break the cycle of collecting untaxed goods

It is really interesting that people here keep personifying the Tax-Man into an able-bodied individual. Is there any cause for that found in the game itself, or just interpretation?

I've just assumed its a runoff program left behind by some corporation forever stuck within the bounds of its instructions, having lost its boundaries (with all the slamming these camera trucks into buildings) until its manpower runs out; with all the strangeness of the fact of things like using emojis as a language, not because the player as an AI needs to understand this language but that it and the bots we play as have seemingly been made to "speak" this way, if that makes any sense.

Hm, perhaps we were once some strange federal or corporate program to make taxation easier, and the Tax-Man concept is a literal leftover of a long forgotten system where these weird trucks did come to your house to collect taxes (for, yknow, progress!). Maybe that's how they have access to these locations already, and at some point it's simply become the unguided necessity of, yea, breaking and entering to collect taxes from the dead.
