there's nothing in the devlogs saying how acquiring them and putting them on may work, but i have some theories
there's a snippet in one of the devlogs of a "Cosmetic Coin" which may be a currency used to get cosmetics
there's also a strange camera-type object in a shop-looking setting with a button nearby which could be used for putting on cosmetics (it was just a tiny, hard to see snippet in the Robe Love Song music video during the rap segment)

It picks someone at random and slowly makes there way to the chosen person and never stops until either that player is dead or they give up because they can’t reach that chosen person.
Getting to a high place she can’t reach is the best way to deal with the loom if you do not have a weapon.
She will make her way to you, stand there for several seconds, and then disengage until she picks another target and the process repeats.

THe biggest way in a group to know if she locks onto you is hands will briefly flash on screen warning you your her target. Singleplayer your the only target so will still get the hands flash on screen
