The reason this update probably feels like it's taking longer is because they were pretty much on break during November and December last year for the holidays so they weren't able to work on the update.
The actual update itself has probably been in development for the past 3 or so months possibly including some early work during early November.

Not only that but they are a small team 10 people in total but some of them like pontus and mossy focus in community stuff and videos.
Now and then they get a few volunteers also but even then they are still a pretty small team.

Also adding entirely new systems to the game can take a lot of time, Heck if you remember the museum update they had to add and also figure out an entire lobby system so adding a system to earn cosmetics and also the whole customisation thing is even more work.
Cosmetic designs, Making sure they don't weirdly clip into anything and all sorts of other design work also takes up a lotta time too.

Not only all that but as shown in videos they are also creating new shop locations and also new equipment that needs testing to feel right.

To put it all simply it's a massive update.
Most people see massive updates as maps or monsters but honestly this update is honestly way bigger than the first two.
Even if some people don't think so it does take a lot of effort even for a bigger team to get an update like this out and for it to all function really well.

Apologies from the wall of text just making sure you all are informed and understand why

Forgot to mention also but semiwork were invited to a lot of awards showcases so that split up the team even more.

The team really appreciate you guys being as patient as you are and they are trying to get the update out as soon as possible for you all.
