perhaps, try reinstalling the game, you won't lose anything by doing that. Also, make sure** "R.E.P.O" is installed in the "Main directory"** of "Steam" **not **an "external drive", as I had lag and **frame drop **issues for installing R.E.P.O on a external hard drive to clear up space.

at level 1, I'm pretty sure you get a T3 monster and a T1 monster, and that's it.
though in the early levels, any T3 monster can be replaced by a grouping of smaller tier monsters by a very very small chance. so like, your T3 monster can be replaced by 3 Mentalists (which are T2).
