re-roll uses 5K and increases 5K every time, you're sacrificing at least 5K for re-roll and it just increases the more you try, updgrades that come from the re-roll are more expensive than the base upgrades because of the 5K requirement. And you can't select which upgrade you will get, it can be strength or tumble climb, stamina or health, range or extra jump.
it's sacrificing your main currency in order to have a chance to get a mure useful upgrade for your current situation, it does not make the game easier by default

RNG is not the problem, the issue is the lack of it and giving more control to the player over what appears in the shop for them

but is it true? based on how the re-roll works it doesn't actually give you control, it's an extra chance that costs you a valuable resource, it's a trade-off that can or not be worth it, it's not making the RNG pointless, it's expanding on the idea of RNG with upgrades, the only real way to manipulate the shop in order to get exactly what you want is through shop manipulation, a mechanic where you buy a certain amount and type of upgrades to make the game give you another specific set of upgrades

well... under "the best" circumstances, you only need it once per run, which means with Loom, you'll be notified at the start that there's a Loom in the run. So you can still explore the first bits of rooms and then it's up to you to extract already or wait a bit until Loom comes, and stand-by with cannon and kill it off there

but welp... that's hard to accomplish if you aren't fast enough before it respawns. You can opt to carry it to somewhat center of map and then head out with your bigger cart

or you can kind of try to predict where the extraction points are and "estimate" how long you'll take to get to somewhere when 10-15 minutes has passed.

so that you can put your cannon somewhere nearby there

this... will proof annoying when the map is saying 🤬 you, and make it one huge one-direction path... 💀

It’s easy enough to mod anyways, and the modding servers are helpful to my knowledge

Repo doesnt have as mutch material that can translate in lots of hours of play. So unlocking the workshop i think should be a Must in the near future.
