Half asleep but looking at the draft it doesn't seem to have the recipe in any lathe pack.
Could that be it?
Basically it's what send the recipes to specific lathes.
Either in static form (always there)
Or Dynamic (needs research)

If it's there, you'd then have to add it to a dynamic pack.
Once researched, it'd appear wherever the relevant dynamic pack appears.
In the link I sent, you'll find the engineering techfab, which lists it's static packs and dynamic packs.
