Personally I don't think it's actually a terrible idea.
It is a frankly god-awful PvP weapon and still even stinks for PvE content however it is a fantastic utility tool for breaching
It has enough downsides and upsides for it to be reasonable enough to consider its implementation into the special loadout for Mercs

Also you can go on the outside of a ship, pulse thermals, and shoot them THROUGH THE WALL
