We already tried something like this.
People got so pissed off it got removed.
It was nearly slash proof armor, back when the Rogue blades were basically just instant free win weapons.
It did damage when putting it on, and was unable to be removed alone.
no gravedigger inspired penitence armor for mono players

Here is a separate suggestion
Instead of making a contraband find
Why not make it one of a kind that you can find in LPB
And instead of percentile based damage reduction
All damage will instead ramp up slash damage
I don't know just a idea
Like basically what I'm imagining here is
No matter what you were hit with you will take a massive amount of damage
But the thing about that is you won't take ultra massive damage from anything even shipguns
However the damage will still probably out damage the strongest of medical chemicals
the Cybersun dreadsuit's gimmick is that its a coffin... with 90% damage rest to basically all damage types at the cost of constant damage
and really bad slowdown
The slowdown isn't really needed because the Juggernaut suit fills the spot of slow juggernaut
The question is is how do you balance said gimmick...
Which is why I suggested instead of having bullets still do damage instead have them add to the ramp up
Of their gimmick so they can't be killed by armor piercing but they can be killed through just hitting them till they're dead
And or waiting them out
