no, the dmg on the card. Also, is it Jakobs? That's the most important part. The lowest dmg jakobs roll is stronger than the max dmg non-jakobs roll

it's always order. You have to roll the jakobs part on it for the crazy ones though. That's what makes it duplicate from one rocket into 10 or more on bosses.

doubt it. Most people start with strong guns for modding stuff. Embrace is just mid. I think they are locked parts actually now that I look at it again.
