I would assume not based off the value you input is the total amount of skill points, not adding, so after the first 49 you would need to then type in 98 which bypasses the limit

Its the same as sdu, if i was to put in a value lower then what you already have, it would reset everything you have used and just give you that value

Skill points is easy to put a cap on tho, they can't use the same method for sdu, they would need a way of tracking how the points came into possession so I wouldn't expect much of a fix for now

If you're on pc i can fix the file for you, but doing the mod menu method only works if you have already made an upgrade or you have the available points to upgrade already

But if you're on pc i can manually edit the file to fix the issue
