What's the issue your experiencing: so, when i empty the database i cant enter the server, but after a restart with no empty of the base it's loading infinite

If you've dropped every table of course you won't be able to load in

Have you added any scripts that require the sql to be added to the database?

As it sounds like after a restart said script is sending info to the database and causing the connection issue.

Remove all addon scripts.
Clear cache.
Restart.
See if you can join.
