This is a feature that could be made when the server is restarting or in whatever ocassion there is.
Check the resources , in [sounds] or named simillarly you will find this .ogg siren , you can make a code that plays during the last (up to you) 5 minutes of restart.
Weather name is halloween, and this siren i do not exactly know what its the name, but its present in default resources, look for the .ogg file that I wrote.
