I dont know how to explain it so I thought I'd just show the code for it. I'm sorry but you'll have to figure this out on your own.
I can't use t/setjob to set a job
just to break it down, if this is your first time coding, download visual studio, greatest tool ever.
you can look throughout the framework and review different commands to get familiar with everything about your server, if you want to customize commands. go for it, make it unique but best to leave it as it is until you get really familiar so nothing breaks at first.
jobs, you already figured it out for the command but now comes what jobs you created and grades for each one, from there your imagination takes on.

ok so how do i give myself a chief of police?
/setjob 1 police 4 assuming your server ID is 1 and you haven't changed the ranks or job name.
i don't have such commands, i've tried many times
Do you have qb-core?
Do you have qb-policejob?
Have you got the administrator role?
Yeah i am the server owner and I haven't changed anything since I made the server

Any script errors in client or server? Especially when you try the command?
Did you launch the installation or you have someone else helping you with that?
Okay, we finally got to the issue.
Give yourself access to admin via sever cfg or TxAdmin. There are many guides/documentation online for doing that.
