I think it's more than fair to give him the ability to copy anybody ESPECIALLY since the copy is random pick from all moves, you need knowledge of like every character in the game and their movesets. the cooldown after you use it is literally a full minute. he may not "need" it but there are FAR more ridiculous characters running around, dio just drops construction machinery on other players, it's not an insane thing to want copycat to be able to copy everything like his style bio LITERALLY says💀 although not copying perfection makes sense.
