I dont think it would be a terrible idea to do this, actually

lucky steal on its own is a very selective use kinda move

it cant steal or intercept passes, meaning you really really gotta commit to using it

i think a good way to balance it out without making it a braindead buff would be to just make it so that if you lucky steal a loose ball you dont get the additional ability like how you would if you stole from a player. Id even debate saying that a healthy way to balance it ontop of that is making it cost stamina to do a lucky steal on a loose ball.

It incentivizes using the move as intended but offers more versatility without just being overbearingly broken.
