theres two ways to balance it

1. when you win the "gamble" you get a very very very op thing
2. the gamble makes you slightly better than everyone else but without the gamble addition, you are slightly worse

flash has a consistent dash move (which mimics jackpot steal since theres nothing else you "gamble" on thats good besides a dash btw)

you could legit just steal normally then dash and that is an upgraded variant of the jackpot steal

flash dribble combo gives you a slight speed buff guaranteed

jackpot bounce gives you a chance to dash which is basically the same amount of distance but just faster than the dribble combo (not that big of a difference)
