To publish a mobile app or a web app its necesary to deploy it? Because it cost 50 credits per month. And if I have 2 projects working on and I published, all my credits will be gone just on deploy it monthly and I will not do any changes.

Yes, each deployment "slot" is 50 credits / month which is less than $10... so honestly very inexpensive compared to other options like AWS, Wordress, Wix etc
