A lot of the low tiers in SF3 suffer from system mechanics just not being great to them in general and bad tools

Remy's tools are honestly fine to good almost entirely, but the mechanics of the game fucking hate him

It's like a reverse Luke in SFV issue

Luke was top tier because he was playing SF6 while everyone else was playing SFV

Remy is low tier because he's playing SF2 while everyone else is playing SF3

(Him being the last character developed for the game is likely partially responsible for this)

Very interesting tech

You can impart the throw invincibility of your prejump frames to your special moves
it's like a kara cancel

because of how tight the execution is
it's most reliable on grapplers, who have an additional prejump frame to compensate for their 360 inputs

you can also do it with charge characters, since they get extra input leeway on charge inputs
