if you really like yixuan (and i gather that you do given you came back basically for her), fufu is one of her BIS squadmates atm and i'd bet she stays that way for a while
but you don't need her for yixuan, she's just a solid boost
you'll definitely improve your account a lot more by getting miyabi
as for the agents you should be leveling/devving
yixuan is your best agent by far, so her and her squadmates (pan yinhu is perfect for her) are high pri
assuming you don't get fufu, her best third squadmate from the other agents you have are either pulchra (if you have m6) or nicole (if not)
so all that in service of getting a yixuan team going -- yixuan/pan/nicole or pulchra (again, only if you have pulchra m6)
assuming you'll also want miyabi next patch, then her best teammates among those you have are lycaon and soukaku
