If just winning the URA, the main stamina roadblocks are usually the following three races if they appear in a uma's goals:
Japan Derby in May of 2nd year: You will want at least 300 stamina at this point
Kikkua Sho in October of 2nd Year: This one might want 400 preferably with some recovery skills. 500 if no recovery skills
And Tenno Sho Spring in 3rd Year: 500 stamina + gold recovery skill
Generically otherwise, 300-400 by the end of 2nd year and 500-600 at the end of 3rd year will be good for almost anything
This is just for clearing URA career mode though
PvP Team Trial requirements will be a bit different

That's exactly who you're intended to use. An aptitude B in mile is still workable. It means 90% top speed vs if it was A. If you're really worried you can use an inheritance with a mile spark to bring her to A

napoli should be usable practically anywhere, tho i still think there are better options against kawakaze meta specifically
i also find brest really good; i haven't tried her in 15 yet but i might do that to prove a point (she's definitely top of the line in 14)
drake and azuma are probably fine in 14, despite their relative age; wouldn't bring them to 15
funny thing about brest that i don't think gets talked about a lot is that her dd gun efficiency is really high for it being a secondary
most ca and cb with dd gun secondaries tend to have like 60-80%
brest is at like 110
and the mogador gun is french, so you can give her that if you don't need it elsewhere, to meet her french gear requirement for one of her skills
basically, even tho cb guns take a long time to fire, brest shoudl end up having pretty good dps, on top of her survivability
all that said, plymouth is great
but if we're expanding past research ships, there are cases i've seen her replaced by z52 in certain contexts
plymouth's personal dps is definitely higher, but z52 contributes partywide dps that can make up the gap
(yes, even factoring plymouth's buff for the flag)
ofc, you can also just run them both at the same time, which i like to do
