nah, once you level the CDR skill it works as well as any of the typical B1 suspects
but because investing in her that much is a PITA, she's usually paired with privaty to make it easier

it doesn't help her that "optimal" crown teams usually run privaty as an off-burst B3 to get 100% reload speed during burst

liter's staggered CDR is annoying as shit for campaign stages and whatnot
also rapihood objectively does way more damage than any other B1 CDR unit except maybe doro
so running her as a B1 + two B3s makes quick campaign stage CDR rotations faster and gives you more total damage

the key to pushing campaign stages at significant deficits is just spending as much time in burst as possible
that usually means spam shots with a SR/RL when out of burst to get to burst quickly
but it also makes liter awkward since her CDR ramps up, so your second burst cycle will be slower than it'd otherwise be with a CDR unit that doesn't need that ramp up
her other damage buffs did outweigh that awkwardness, until rapihood who has comparable damage buffs, no CDR ramp, and significant personal damage (compared to liter's none at all) to top it off
i will say though that i'm comparing a 10/10/10 rapihood to a 10/4/10 liter
if you have liter highly invested she'll probably still be better than an uninvested rapihood

to summarize, mast is a burst 2 who has some neat buffs, but let her go long enough and she gets drunk
drunken stacks are fine but once she gets hungover, she gets stunned for 10 seconds
which is bad for obvious reasons
anchor's kit apparently has a way to stop mast from getting hungover
also apparently anchor is also a burst 2
so i guess the idea is just to delay hangover rather than prevent it outright
since they're both burst 2, it'll add burst cycles before mast maxes her drunken stacks

in terms of predictability, they are good. they rely heavily on pity mechanisms to guarantee a given character within a certain number of pulls, and you can always guarantee in 180 pulls in the worst case (and hitting that is quite rare since soft pity mechanisms usually will give it to you before then)
so they're actually fine in terms of going for particular characters, because if you have enough pulls, their pity allows you to reliably target those characters
however, that reliance on pity mechanisms allows them to make their rates outside of pity utter shit
in other words, you usually have to be quite lucky to pull a character outside of hitting pity
which means dropping a bare minimum of 70+ pulls on any given banner
