xiao hs no constellations until c6 so thats the only time he truly becomes outright better
and then wanderer's c2 and c6 are real cons that can push him past her
but
his teams are much less comfortable overall unless u have a great shield for him
the other anemo dps is heizhou and he has his own upsides and functions as a dps from c0 way more than lynette but lacks raw power that lynette can have
pre-c6 her utility is basically just worse than kazuha but has a taunt which works well and some decent ground mobility
at c6, shes a pretty good dps
that said
she is the xiao type of anemo dps where she really really wants c6 faruzan
without c6 faruzan, she still functions
and faruzan is still her best support
but both xiao and lynette have a weird energy tension with faruzan that faruzan's c6 solves
