Ishtar not only gets her Crit charisma twice per farming run, but she also gets her delayed attack buff for both turn 2 and turn 3 (and 4, if you time the Koyan cooldown right)
As long as I have one buster card I can crit neutral enemies in wave 3 of the 90+ nodes instead of waiting on NP animation to kill them lol
...that said, my opinion may change after seeing it in action but rn I can't imagine Oberon being so buster-inclined that you'd opt for him in Buster over just using him for wave 3 of a 90++ arts comp
