the 4* pool is pretty big and for the most part is pretty decent, so this one's a bit harder to answer
i will say that if an event has a 4* welfare, you should always go for it, get all ascension mats and dupes to max ascend and np5
aside from welfares, some good ones woudl include like
chiron, helena, circe, nitocris, parvati, heracles
that's definitely not everyone tho
the next event with a welfare will be this year's christmas event, which will give santa karna
he's pretty good and would fill your st saber needs

so when a 6* is added to yellow cert shop, you can buy a copy of them, for 180 yellow certs
or distinctions, the game calls them
the main source of distinctions is acquiring 4* or higher operators, particularly their dupes
and this is why it's important to run recruitment : ^)
idk how far you are in the game yet but once you're able, you should try to run recruitment as much as possible
you'll mostly get 3* out of it, but you can also get 4* or 5* out of it, with 4* obviously being a lot more common than 5*
noteworthy, if you ever see a top operator tag, that's a way you can get a 6*
senior operator is 5*, top operator is 6
also noteworthy, there are certain combinations of tags you can take in recruitment that, assuming they don't drop, can guarantee you a 4* or higher
most tags have a chance to drop, only top operator doesn't, and that's only if you set the recruitment time to 9 hours
so my advice there is that if you don't have a tag combination that guarantees 4* or higher, just set the timer to 7:40, since that's the minimum for eliminating 1 and 2* from the pool
unless you're specifically chasing a robot or a 2* starter, in which case you can go lower
and if you do get a combination that guarantees a 4* or higher, set it to 9 hours, since that reduces the odds of it dropping
you can use this to see what your tag combinations do at any given point
some tags/combinations i'd look out for include the following
top operator: 6*
senior operator: 5*
if you get both of those in the same pool, take top operator only
vanguard or dp generation + healing = myrtle
medic + support = purestream, warfarin, or ptilopsis; you'll most likely get purestream out of this since she's only 4*, but iirc purestream can't be pulled in headhunting so
