From my experience, this type of expectation for a competition is much more accepted on company level in western countries because western players much more openly cheese these types of structures.

Japanese companies kinda feel like the tournaments should be more casual / have had less issues with using that system in the past (not saying there were none), hence why you see also more Bo1 tournaments / side decking mostly being a thing for western card games
