Also Gen 3 Nest Ball was supposed to work well on Mons under Level 30 ((30 - Pokemon Lv)÷10 = Ball Modifier), but if you use it for high level mons it turns the negative number ends up positive andd so you have a ball with a x4 Ball Multiplier on Level 70 Legendaries like Rayquaza and Mewtwo lmao. I think beyond the Master Ball thats the best in Gen 3 hands down

Not developed by Gamefreak. Iirc theres a certain thing in Japanese culture where if a creator isn't involved they don't like to/actively try not to use that stuff. Other examples include how Persona 1 and 2 are never used/referenced but Persona 3 and beyond are (The director of Persona 1 and 2 left Atlus) or how Yugioh never really does anything significant with the original DM era cast unless Kazuki Takahashi was directly involved like DSoD.
Even Nintendo did this with Rare. Before Rare got bought by Microsoft they would use DK Jr as Donkey Kongs tennis partner etc. They saw Diddy Kong as "Belonging to Rare" even though they owned the whole IP

Thing on Shadow Lugia really is, it's built up as the 'ultimate' Shadow Pokémon, and lives up to that reputation
But a few things
1: You battle it on it's own, likely a team of your 6 vs 1 Legendary.
2: You have a Master Ball
And 3: Actually catching the Shadow Pokémon after dealing with Shadow Lugia is more challenging, cause it's an outright trainer battle, 6 vs 6
And it's a double battle, and all 6 of their mons are Shadow Pokemon. Meaning you'd need to execute 6 captures just to get all 6 in that battle
So really, Shadow Lugia ends up in an unfortunate spot of being hyped up, and you just invalidate all of that buildup

also can play into fairy and bug lore if you're into that
