Nobody except Raz and I guess Choccy has good Sp. Def, most water-types work off a sp.atk stat, and it's just argh

Yeah, Explosion just vaporizes most anything. Here, it's a 250 power move that halves the defense stat for damage calculation

Hitmonlee had High Jump Kick by Gen 1
Hitmonchan and Hitmontop could learn High Jump Kick in Gen 2
Machamp and Primeape got Cross Chop in gen 2

That left you with mostly pokemon who didn't care for a fighting move, including Poliwrath

Non fighting pokemon who learned a fighting move:
Alakazam, Typhlosion, Feraligatr use Dynamic Punch TM instead due to damage difficulties
Electabuzz and Magmar have Cross Chop

This leaves you with the only pokemon willing to learn Submission by gen 2 be:
Kabutops
Pinsir
Mew
Mewtwo

And with Mew and Mewtwo, it is still up for debate with Dynamic Punch
