pokemon has always had rng, shit like crits, low accuracy moves, and status effect chances on moves. It's consistent with the game it is based on. Plus, it's an old mechanic from a time the game was new, and they decided to keep it. And yes, it is annoying.
energy removal and mill cards requiring coinflips made playing control decks more annoying. Sure, it's a balancing tool, and the cards would be utterly broken were they not limited by coinflips, but it was frustrating.

It's always been like that. Most decks try not to leave so many factors up to chance to my knowledge. Best cards that use coin flips usually boil down to the card having potent effects regardless of the flip or not.
At most you'll see a coin flip to determine who goes first and whenever or not something breaks free of Burn/Confusion/Sleep in a lot of decks.
Though, a lot of cards that use a bunch of coins are super fun
Really not something you'd want to rely on, but given how this can theoretically give you anything you want in a deck so long as you land heads, it's pretty funny

I started a new Emerald locke, with Mudkip ofc bc I’m not bad
and fought the trainer at the end of Route 102, you know the one who has a L4 Zigzagoon and Shroomish
went into that fight with a L10 Mudkip and a L3 Wingull and Wurmple, all at full health
finished it with everyone at 4 HP at most and Mudkip surviving by a thread at 1/31 HP
Shroomish are actually fucking terrors in the early game
Mudkip only lived bc it was at 3 HP on the final turn and para’d and I had to pray Shroomish clicked Tackle instead of Absorb, and then Tackle rolled low enough to kill, and then I had to not get full para’d and not miss my own Tackle, and it had to roll high enough to kill bc the Shroomish was barely in the red
Really just almost lost the locke before even reaching Petalburg
