New dogs every X seconds, reduce cooldown by hitting enemy champs with abilities (4 seconds iirc) or killing minions (0.5 seconds iirc)

Cap is based on level I believe

And if youre at cap it holds the cooldown

#

So if you are at cap and have the cooldown up, as soon as one dies another spawns
