If unmanned, then a probe should do.

I have a probe satellite in orbit and only has the locked sas control not the other 3

(Applying my KSP 1 knowledge to KSP2)
To make sure you are using the right probe next time, you right click the probe in your library, and checks its SAS capabilities.
