are you sure the orbit is a perfect circle?
i used cheats to put that command pod

if the orbit is a perfect circule it will bug out and change the AP/PE randomly as computers can't recognize the accuracy required to otherwise state which is actually higher
IE if your AP is at 80,000.00000000000000000000000000000000000000000000000000000000000000000000001 KM and your PE is 80,000 KM the game will think both your PE and AP are 80,000 KM
it then cant figure out which is higher (because they are equal according to the computer) which causes the orbit to "change"

I looked closer, thats not whats happening
yeah it's just a KSP bug being KSP. id restart the game
i restarted my computer, changed from the cloud files, and even tried to delete the game
and it still is there
Apoastro sounds so much cooler than apoapsis

I wish I had a solution. if you have mods now is the time to start uninstalling them
sometimes someone whos had the issue will chime in and let you know whats causing it but its been a bit so I wouldnt hold my breath

it happened one time with me before
and somehow it resolved
but now it is not
I had this issue around minmus in low orbit. The periapsis would fall anytime reaction wheels were running to turn or stabilize the ship. They were stable in timewarp.
probally resolved, just wiped the files and restalled the game
