That would be eve (environmental visual enhancements) and i think it has a setting for it

Go to your gamedata folder -> find eve mod -> deletecity lights.dll

[quiet lagoon]

or you can go to the tracking station, open the EVE button settings things, find the city lights part, and try to remove it
