So my game keeps going to its maximum resolution of 3k by 2k despite me having set it to 1620x1080 twice

how do I keep it from doing it every scene switch?

It is not the solution

Like you send a spacecraft, you recover, then the game will automatically switch to max resolution/native resolution set in windows for some reason
