it works exactly like it should.

The Heir work the same way that the Summer one work.
and other titles you gain the unequipped buffs, for now that the Halloween still the most powerfull title it looks like it not good.
but when you get stronger titles this buff will appear.

No its a passive and the passive works when the active isnt equipped but since halloween heir is the passivo for halloween monarch if you use halloween monarch as main you wont get anything from halloween heir
