Finally had a game where the AI used nukes. Thing is, I have no idea who because it said that I pillaged my own tiles. I thought it was weird because the center of the blast was in the territory of the civ I thought it came from, but I figured it might be a targeting limitation, like they can't target my tiles directly if we aren't at war. NOPE. A couple turns later I get nuked on my territory. No Idea who, no war declared, just a bomber appears and drops it. Are nukes supposed to be anonymous? HOW can my tech superior civ not know where the bomber came from? Thinking this was silly i went and launched my own nuke on his capital. No war declared, not even a negative opinion modifier, no one cares. This is ridiculous.
I would recommend:
- Any civ in the blast radius should be an auto declare war (warned beforehand)
- A negative relationship modifier with every other civ (3 tiers: allied, neutral, hostile to the target)
- Nukes can be stopped by fighters. If there is an active fighter, the nuke "returns" and can not be used until the next turn. This would also encourage building fighters to protect from nukes and sweep to allow a nuke through. Otherwise they have a very low priority and are often ignored.
