The Game Configuration save/load function allows a person to generate a new game with the same settings. However, the key to this is "New Game". Once a game is created, a simple save will allow a person to recreate the same game.

But, when you load a configuration, you ALSO load the randomization seeds and the leader/civ, so after going through all this, if you load the configuration, you undo the leader/civ combos you chose and you also are just starting a new game exactly like the one that was created when you made the Configuration Save.
But, the way the Game Configuration Save/Load function currently works, you have to choose a Leader, then choose a Civilization, then open the Advanced Settings, then load the Configuration. It's putting the first step on the last screen.

The prior-game-version workaround for this was that deleting the randomizer seeds would generate new seeds on game creation, but Civ 7 just replaces your empty boxes with the old seeds. The civ was chosen after the configuration load and thus became a non-issue, so much that I really have no idea if the civ was the same or not.

So the only realistic option is to just remember your settings and hope that you didn't forget any important ones. Which seems to defeat the purpose of the feature.

I agree with this, I want to choose my Leader/Civ/Mementors and then load my last settings - which should not overwrite those choices, and should certainly not include the same random seed. Current functionality is certainly confusing as per OPs post.
