Give wonders that are meant to give great works great work slots in the next ages

I think House of Wisdom and Rila Monastery are really bad in future ages and I think they should have at least a small bonus like this.

I feel great works in general need a rework. At the moment they just feel like an arbitrary point towards a victory, simply name-dropping the civ6 feature

I think they're fine in antiquity but religion needs a rework for sure and modern isn't as good imo
