I love the idea of having Leaders and Civs to be separated. The gameplay variety it provides is fantastic.

However, I struggle to remember who is which Civ, and you can't see it at a glance too.

Thus, I'd love for each Leader to get an appropriate outfit for their current Civ. It would be much easier to remember that Napoleon in a Mayan outfit is the Mayans. On age transition he would change to a new outfit reflecting the new Civ.

I know it's not an easy ask, but I think it is within reason all things considered.

There's a mod that constantly shows the civ under the leader head and on each city name

A background would also suffice I'd say

Instead of dressing the leader in accordance with their civ, put something in the background, such as a banner, displaying their civ. No cultural appropriation, no extra character models, easy peazy.

You mean, the banner that they're standing in front of? Half the leaders block the view of the symbol. The model (or banner) should be moved so it is fully visible in the diplomacy screen. They could also add some background items from each civ, like they have for the IPs.

The outfits were a fun gimmick in Civ 3, but it’d be a very expensive proposition (also extending to every future leader) with little true benefit.
