clarifying, are you requesting they add an "upgrade all" button to air commanders that have that promotion? (or that the button is there, but it doesn't work?)

The button is there as you can see on the picture but it says "cannot upgrade in enemy territory". But I have a promotion that let you upgrade it in every territory
