This would make an interesting sanction that chase every civilian units (the most importants being Missionaries in Exploration and Explorers in Modern) from the sanctionner's territory. This would be useful both in wartime and peace time to stop your opponent from progressing towards their legacy goals, but would get the benefit of being cancellable against influence.

Naw you came up with it, I just elaborated! Hopefully it gets traction! Lol was thinking it would be so neat if Forbidden City gave you this sanction but you'd want all civs to have access to it ultimately.
I think merchants should also not be able to travel through the territory with this sanction, but I am unsure about trade routes. I think it might be better to have them not be affected by it, both because it could be way to powerful and shut down many trade routes that way, and also because trade routes going through someone you're at war with could be pillaged for benefits. Though on the other hand it would make this sanction very effective in stopping economic paths as well. In the end, it depends on how much we want it to be useful, and how much influence has to be spent on it. If it's a lot, I think trade routes should also be stopped (which could be a buff for Prussia, have their merchants and traders ignore this sanction through Zollverein).
Actually, another cool thing about it is that, should an isolationist civ (like an exploration era Shogunate Japan) come to the game, they could have interesting interaction with the sanction.

Yup, you'd have to have a unique diplomatic action when playing against Shogunate to allow your civilian units to enter. Awesome interaction and makes people waste influence to allow temporary access
love this idea! i think it should apply to trade. you can balance that with a Support response that makes the embargo mutual
Great idea, yes boosts for a civ could be good but this is a nice concept for everyone to have
