#Please Rework Local Festival &/or add a New Diplomatic Influence Gaining Endeavor

Hey!

Currently, the "Local Festival" Endeavours is terribly balanced.

I often find, I don't want the Happiness from Supporting, I only want the Influence from Accepting...

But this creates a dilemma if you're a Diplomatic Leader, as you don't actually want to use this Endeavour - because if the AI supports it you only get +3 Happiness per City, and if they Accept it, your losing Influence not gaining it.

My Proposal is to change Local Festival to;

Cost To Offer Endeavour (60 Influence - Length 15 Turns)

Supported - __+5 Happiness Per City,
Accept - __+2.5 Happiness Per City
,
Reject - __-1 Happiness Per City__, (some Leaders could have the negative removed - like Machiavelli)

This would allow for a new (maybe) "Intelligence Exchange" Endeavour that Costs Gold rather than Influence to Offer;

Cost To Offer Endeavour (60 Gold - Length 15 Turns)

Supported - __+3 Influence Per City,
Accept - __+1 Influence Per Town
,
Reject - __-1 Influence in your Capital__,

I also thought it might be a good idea to allow players to offer Endeavours in 15 Turn Chunks, so you either preset/premove spending x influence to maintain a agreement or endeavour for x turns or say at the beginning of a endeavour you want it for 30/45 turns and pay the double/triple cost.

Annoying that my Formatting hasn't worked...

If I understand correctly, then if you propose festivals to AI and they agree, then they got +2 Influence.
I'm ok as it is right now. If I propose it myself, I can get +3 or +2 smiles, while when AI propose it, I can get +2 Influence, which I pick 95% of the time.
Or I can spend my diplo points else where.

I think the endeavour is fine as is personally, +2 influence early game for accepting it is a lot but as you get more sources of influence (e.g. hub towns) it can scale very poorly, meanwhile extra happiness in cities can scale really well with a wide empire.

It's just that diplomatic civs should have incentives to offer these endeavours even if they only get accepted, so they don't just become non existent in the start game. Ben Franklin, Himiko, Queen of Wa and Machiavelli all have incentives to propose endeavours that might only get accepted, so a lot of leaders are already there. Others, like Emperor Napoleon, have no reason to offer this basically ever so it just sits there festering.

If anything, getting 2 influence per turn for accepting is what needs to get nerfed on this.
