#Treasure Fleets should not be blocked from spawning because a unit is on the fishing quay

It's not even a bug though, ships are only able to be spawned on fishing quays. It's a game mechanic.
I think that treasure ship should be considered as a civilian unit, which can be stacked with military unit
Though I just had a bug in my game where AI was stacking hoplites into the city that they were defending so >_>
Attacking treasure ships is considered part of a historical strategy though... why do you hate pirates and privateers? Honestly, I like the idea of being able to park a military unit there to block production... seems like something YOU could do as a player to thwart the plans of another Civ. It does suck that they ally AI is probably doing it unintentionally.... or are they? lol
If it was the AI harrassing my ships, I think would prefer that as I would probably get a notification that they were under attack at least and do something about it. This one military unit stopped at least 5 treasure fleets from spawning but I didn't notice because I didn't get any notification and was worrying about getting all the other victory conditions.

Because I disagree. I think that blocking you is a valid option — even as a frenemy. I do however agree there needs to be a way to tell them to get the hell out (did you have an open borders agreement with them?) which to me goes in the same category as telling them to back off with their settlers.
I partially agree about the potential to block, but..
I think parking to disrupt should be possible as a Hostile unit ONLY. If you couldn't block production of a Wonder you shouldn't be able to block production of a Treasure Fleet.
If there's a HOSTILE force in your quay, the game should tell you with the "defenseless settlement" warning.
Also the resource screen should tell you progress is blocked by the hostile force.
