Hello guys. I was bored, and dissatisfied with the existing Culture Victory in Civ 7, so I whipped up a rework that would make it more balanced and interesting in my opinion, while not changing it too drastically for implementation purposes (still based on Artifacts). Someone on the reddit suggested I post it here too, so here it is: https://www.reddit.com/r/civ/s/3LgBD4PdAM
#Culture Victory Rework Concept (cross post)

I reckon Culture victory should be achievable in one of 2 ways:
Looting:
Going to another civ and taking artifacts out of their wonders or digging them up. There are 2 ways to do this:
"Legal looting" - spend influence to start a Exploration Endeavor that gives you permission to loot their wonders/land for artifacts.
"Illegal looting" - if you're at war with them, you can ransack their lands with an explorer. Also your military units can sometimes come across artifacts when pillaging, maybe there's a special military unit who's extra good at this (british?)
Preservation:
If you have a lot of World Wonders and Natural Wonders, then you can use these to achieve Culture victory as well.
Each UNLOOTED wonder next to a museum is worth points.
Each Natural wonder next to a "conservation site" is worth points.
Each antique/exploration building that is NOT overbuilt is considered a "heritage site" and can be scored adjacent to museums as well.
I really like this ideas. It’s very funny and I would love it. I’ve been thinking if they added multiply ways to complete legacy paths it would be great
This is thorough, well thought out suggestion! Themed museums add a lot of flavor and more choices than "Scooping up artifacts" and dumping them wherever there are open museum slots. So quantity wouldn't be the race but quality.
Preservation and world heritage sites seem like a really good solution. Was pondering something similar myself.
I think its really weird that we have ancient wonders still giving out their original bonuses and not being turned into tourist sites
I got to be honest, i never got on with the theming in previous versions. Didn't think it was the best mechanics and seemed much more luck than judgement. Many of the other ideas are quite good though and certainly Culture is the one that needs to be fleshed out the most
This is fair. The main reason I implemented theming is, I wanted to rework the culture path while still sticking to artifacts
I do think a far better rework would include preservation/national parks, as well as hopefully iconic irl great works
But I stuck with trying to improve artifacts due to practicality
