Second this, had the exact same thing Aksum's Hawilt. So I think it's specific to unique improvements and specifically ones from a prior era. If I were to guess it's because your Civ can't actually BUILD it anymore, and repairing it would put it in the build queue which the game thinks is impossible. thats why gold works, beacuse it doesn't touch the queue. Just a guess though.

I see this more if you try to repair something with production that has 1 turn turnaround. Gold will repair it in that case. Feels like a bug to me. It's also not tied to a unique building as I've seen libraries do the same, but you may be on to something with the current age vs previous age...
If you are repairing a library in the exploration age, I would expect the same thing to happen since it is no longer buildable.
This happens if you're trying to repair something that would be immediately damaged, or if your town is in revolt? I had this happen with a plagued city too
But that's not seemingly the case here so it's more pervasive
