it is yes, though you can unlock civs in game through other actions, too, which I don't think are listed here
yes I did something else to unlock Normans, which would be nice to see here?

Why are there clickable checkboxes for these on the civilizations I am able to choose though?
yeah would be. I think you can see it in game at least

Click on the View Player Unlocks button in game, then civilizations. It's the one with the lock
It's locked because you didn't play that civ previously in the previous age, The play as is correct as in "if you played one of these three you can play as this one in this age"
Stein has explained the rest when it comes to unlocking stuff and what actions are needed for other stuff.
I think once you get use to it its a cool little dynamic that if you know you want to play as something in a age you can work faster toward doing it's unlock cost so you know when you transition you can pick them
i am confused about this as well - the icons look as if they are checkboxes and it took forever for me to realize they weren't
if you can't check them, it should display a different icon
there are general inconsistencies similar to this throughout the UI that have made the whole thing rather frustrating
