Here's how I unwrapped my chest rig. Everything is organized and rsized to something readable and ledgible, while leaving space for any additions I want to make to the mesh without having to edit the UV map.
(I plan to reuse this for the Crash Casket shell style)

And Roblox has a lot of limits for me to obey.
Only a 1024x1024 UV size, and a polygon limit.

If anything you can simply the textures by just making it mainly white and add some really fine lines to show the hair strands varying between a really light blue and light grey, that way it should look a bit more "cleaner"

Because the actual mesh you have it's pretty good and specially accurate already

I saw the original mesh and I'm trying to figure out the workflow the modeler did for it. (without the part where they want to "exfil early")

Yeah it's quite funky to actually see it, but at the end that hair went through sculpting, retopology and etc etc, the best we can do atleast for Roblox standards should be simplify it but making it readable enough
