Another idea is perhaps we need more people completing contracts in general. "Demonstrate sustained compliance", "One action registers interest." "Show us the difference". We all do contracts the same way via the same action, we register our interest with the factions. We do it more we get more, we lapse or are slow, we lose XP. Show us the difference could mean that we need get more people on as many current contracts complete so there can be a good enough pool of XP among the runners to show who is putting in the work in getting contracts solved versus picking them up later.

DAC levels are pretty consistent. 0 is level 1, 2250 is level 2, and 5250 is level 3, so you find the growth curve and you can tell when level ups happen. Just hit Level 3 at 5520 so.
