There was a pretty strict regional restriction on the previous alpha. Although I desperately wanted to participate, wasn't been able to find a way. Reminds me how I got an access to the XDefiant test back in the day. Was quite fun playing on NA servers with constant ~150 ping.
Now it's possible to enlist basically in every region at least on steam, but keeping in mind how versatile Steamworks playtest invitation system, it's still possible to restrict accounts with particular regions from being invited. At least that's how Embark hosted their Finals playtests back in the day.
Really funny system though. You, as a dev, basically hit any number of players, and the access is distributed randomly across all, who applied on steam page 😄

I don't think they should try to compete with Arc Raider's server slam or release through a public testing. Arc Raiders is 2 weeks away from launch and the game is basically finished. Trying to compete with a finished product in the first place is an odd strategy, but they'd be up against a titan when they are in the midst of a crisis. If they did a non-NDA, public test it'd be potentially the end of the game as it could kill the hype for good.
