Okay so, there is no proof this is what they are doing, and ARC that "learn" present so many potential issues. In their own docuseries, they noted how hard it was to build a consistent gameplay loop because the AI was either too smart and overtuned (even a case where it abused server lag for advantages) or they dialed it back and it was too dumb.
There were so many edge cases they couldn't get under control they eventually hired a traditional animator for some ARC so other devs good have something consistent to build around.
If they try to update an ARC's "intelligence" they run into so many potential unexpected pitfalls, flipside is that they dumb it down too much, players get bored.
There's a reason devs don't typically attempt to put boston-dynamics level AI systems in their games.

Yeah that's part of the problem, they have to dial them back and account for weird edge cases that the fights end up predictable anyway. I do have to say that their locomotion is VERY neat, the way they can dynamically balance themselves and such, but that's a novelty that wears off fast and isn't something you build solid gameplay loops around.
I too would LOVE to see the ARC cranked cause the robots would do weird shit, not just kill players better, like in some tests it would take advantage of netcode and server lag in very strange ways lol.

ARC raiders has a huge issue of enormous safe pockets and free kits lol, the free kits can spawn in in massive amounts from the start of the game, you slaughter 4 teams of free kits and in the end you just spend ammo and heals and gained nothing, while they have nothing to lose and everything to gain, super annoying, im happy with how marathons approaching the free kit situation (rook)

You don’t one shot it. You clearly define each function and it codes one at a time. You don’t simply say “code this hardware driver in c and c++ for me using this manual”. Sure it can still run, especially if you’re using agentic models that can iterate, but it won’t match your teams style or maybe even the way you want to interface with it, and debugging would be a pain.
